We included only plans whose maximum loss type is static, meaning the floor is set once and never moves. Trailing and trailing-to-breakeven plans are excluded, even when their headline percentage looks the same. Plan figures below are the figures we track for each plan, and the firms we track differ most on fee refunds.

Short answer
FTMO is our top pick for static drawdown, because its 2-Step plan pairs a fixed 10% floor with a refunded fee. The plans below all use a static maximum loss, which means the floor never rises after a winning run, and we ranked them by target, split, and fee treatment.
How we picked
FTMO 2-Step uses a 10% static maximum loss, so the floor never moves from the starting balance minus 10%. Its targets are 10% then 5%, its daily loss limit is 5% on equity, and its fee is refunded in full with the first reward withdrawal. Payouts run on demand from day 14, with a $20 minimum payout and an 80% starting split.

Frequently asked questions
How is a static floor different from a trailing floor?
A static floor never moves, while a trailing floor rises after a winning run. On a $100,000 account with a 10% static floor, the limit stays at $90,000 even if the balance reaches $120,000. On a trailing plan, the same run would lift the floor, so giving back profits could breach the account.
Does a static floor mean the account is safe?
No. The daily loss limit still applies on top of it, and a trader who loses 5% in a day and 5% the next has hit a 10% static floor without a single bad trade. Static describes how the floor behaves, not how much you can lose. Risk control still decides the outcome.
Which static plan refunds its fee?
FTMO 2-Step, FundedNext Stellar 2-Step, For Traders Fast Static, and AquaFunded 2-Step Standard all refund their fees, while The5ers Bootcamp splits its fee across two payments instead. A refundable fee lowers the true cost of a failed attempt, so it matters as much as the headline price. Prop trading can cost you every fee you pay.
